Do I need to perform additional actions after purchasing the license for the Data Archiver tab to appear?

If you are an existing customer using Salesforce App, you may need to update the permissions in the Salesforce environment. For more information, see Configure Salesforce.

Does Salesforce Data Archiver perform a soft delete?

Yes. The records are not permanently deleted. The records can still be accessed from the Salesforce Recycle Bin for 15 days. For more information, see Stages of Archival.
